If you live in Oldbury or Halesowen, the Dudley theory test centre in Dudley town centre is likely to be closer.

Booking your theory test should be simple, but two things trip people up. The booking system offers both Birmingham and Birmingham B, and Dudley has a theory test centre and a practical test centre in completely different places. This guide explains both, then covers which centre is nearest to you, the latest pass rates and exactly what happens on the day.

One thing worth knowing before you book: you do not have to pass your theory test before you start learning to drive. Many of our learners begin beginner driving lessons on their provisional licence and revise for the theory alongside, because what you see on the road makes the Highway Code far easier to remember.

Theory test centres are not driving test centres

The theory test and the practical driving test happen in different buildings. Kings Heath, Kingstanding, Garretts Green, South Yardley, Shirley and Dudley (Kingswinford) are practical driving test centres, where you sit the on-road test with an examiner. You cannot take your theory test at any of them.

Dudley is where most mix-ups happen. The Dudley theory test centre is on Kings Street in Dudley town centre. The Dudley practical test centre is a different site on the Pensnett Trading Estate in Kingswinford. Turn up at the wrong one and you could be late, and a late theory test is cancelled with the £23 fee lost. Where is the Birmingham theory test centre?

The Birmingham theory test centre is at 155 Great Charles Street, Queensway, Birmingham B3 3LP, on the western edge of the city centre. There are two theory test centres in the building, one on each floor, and your booking confirmation tells you which one you are in.

  • Birmingham B: Ground Floor, 155 Great Charles Street, Queensway, Birmingham B3 3LP

Birmingham and Birmingham B are the same building running the same DVSA test. You will simply see both as options when you book, so pick whichever has the date and time that suit you.

The centre is no longer at 38 Dale End, so ignore any old listing that still shows that address and go by the Great Charles Street address on your confirmation.

Getting there and parking

Birmingham Snow Hill is the closest railway station, roughly a five-minute walk away, and several city-centre bus routes stop within a few minutes of the building. The centre has no candidate parking of its own. If someone is dropping you off, build in time for city-centre traffic, or plan to use a nearby pay car park.

Is there a theory test centre in Dudley?

Yes. The Dudley theory test centre is at Lower Ground Floor, Trafalgar House, 47-49 Kings Street, Dudley DY2 8PS, in the town centre. If you live in Oldbury or Halesowen, it is likely to be your nearest theory test centre, closer than Birmingham.

  • Phone: for anything about your booking, call DVSA on 0300 200 1122, Monday to Friday, 8am to 5pm. Ignore the 0843 number on some map listings, which is not a DVSA line.

Learners who have tested there say the car park directly behind the building is private, the way in is through a door at the back, and there is nowhere for friends or family to wait inside. Check your booking confirmation for any special instructions before you go.

If you are taking driving lessons in Oldbury or Halesowen, Dudley is your closest option, not the city centre. From Quinton, Great Charles Street is the closest. If none of those has a date that suits you, Wolverhampton is the next nearest from Oldbury and Halesowen, and Sutton Coldfield from Quinton.

You pick your centre when you book, so distance is not the only thing to weigh up. Great Charles Street is easy by train or bus from most of Birmingham, while Dudley suits learners who would rather avoid the city centre altogether. What is the pass rate at the Birmingham theory test centre?

The Birmingham theory test centre had a pass rate of 40.6% in 2025/26, from 78,958 tests, against a Great Britain average of 44.8%. The Dudley theory test centre’s rate was 40.0%. Both figures come from DVSA’s official statistics for April 2025 to March 2026.

Birmingham is one of the busiest theory test centres in the country. Only three centres in Great Britain ran more theory tests in 2025/26.

What the pass rates do not tell you

Every centre runs the same DVSA theory test, so a lower pass rate at Birmingham or Dudley does not mean the test is harder there. The figures reflect who sits the test and how prepared they are. They also count tests rather than people, so a learner who takes it three times is counted three times.

Birmingham’s rate has held between 40.4% and 40.6% for four years running, about four points under the national figure each time. Swapping centres will not change your result. Your revision will.

What happens on the day

The theory test follows the same steps at every centre, so you can walk in knowing exactly what to expect.

  1. Bring your UK photocard driving licence. Without it, your test is cancelled and you do not get your money back. If you hold a paper or Northern Ireland licence, check what to take to your theory test on GOV.UK.
  2. Arrive early. If you are late, the test is cancelled and you lose the £23 fee.
  3. Switch off your devices. Phones, smartwatches and fitness trackers go off before you enter, and bags, coats, watches, wallets, earphones and anything in your pockets go in a locker.
  4. ID check. Staff check your face against your photo ID.
  5. Multiple-choice questions. You have 57 minutes for 50 questions, and the pass mark is 43.
  6. Hazard perception. After a break of up to three minutes, you watch 14 video clips and score up to five points for each developing hazard you spot. The pass mark is 44 out of 75.
  7. Your result. You get it before you leave and need to pass both parts. If you fail either one, you receive a letter showing where you dropped points, retake the whole test, and wait at least three working days before trying again.

Free theory test revision through Birmingham and Dudley libraries

Birmingham library members can use Theory Test Pro, an online theory revision site, free from home with their membership number. Birmingham Libraries includes it in the websites that come with membership.

Joining is free and you do not need to live in Birmingham, so learners in Quinton, Oldbury and Halesowen can all sign up. Dudley libraries offer Theory Test Pro as well, with the official question bank, the Highway Code and hazard perception clips. DVSA also runs a free official practice test on GOV.UK. Its questions are not the ones in the real test, but they cover the same topics, which makes it a good check before you book.

Where the theory test fits with your driving lessons

You can start driving lessons before you have passed your theory test. All you need is your provisional driving licence. Revising alongside your lessons tends to make both stick, because the rules you read about are the ones you are using on the road.

You do need a theory test pass before you can book your practical driving test. The pass certificate lasts two years, and if you have not passed your practical in that time, you have to pass the theory again. That rarely causes problems, but it is a good reason not to sit the theory years before your first lesson.
